Noitems

The word "noitems" is a FLAG that appears on a handful of (planet).ini files in the main game, such as gas giants and the devastated system. It appears nowhere else, and is only likely to do anything when the flag is assigned to a planet.

What the noitems FLAG does is that it prevents that planet from ever having items. They can't appear there randomly at the start of the game, and can't even be specifically placed by a quest¹.

1. Right at the moment, I can't remember whether or not you can drop items off at the planet from your cargo hold during the game, but I suspect the answer is no. To test it, just try leaving things in the system where you find the Damocles your next time playing that mainquest.
